On November 21, 2011 in the Museum of the First President of the Republic of Kazakhstan in the framework of realization of the scientific program «The First President and further development of independent Kazakhstan» was held the international scientific-practical conference «The way of independence: history, realities and perspectives», dedicated to the 20th anniversary of Independence of the Republic of Kazakhstan. The organizers of the conference were the Museum of the First President of the Republic of Kazakhstan, People Democratic Party «Nur Otan», Archive of the President of the Republic of Kazakhstan.
In the work of the international scientific-practical conference took part the representatives of the state bodies, scientific and museum community, students from the Russian Federation, USA, Ukraine and the Republic of Kazakhstan.
During the open and fruitful discussion the participants of the international scientific-practical conference «The way of independence: history, realities and perspectives» have discussed actual issues of gaining of independence and building of the new statehood, the role of strategic initiatives of the Head of the State – the Leader of the Nation N. A. Nazarbayev in the development of independent Kazakhstan; perspectives and directions of the social-economic, legal and political modernization of the state; scientific-research and cultural-educational potential of the museums of historic profile at the present stage.
The participants of the section «The historical role of the First President of the Republic of Kazakhstan N. A. Nazarbayev in formation and development of independent state» found the increased actuality of the work for keeping of the historical continuity of generations, education and upbringing of patriotism and citizenship on the examples and facts of life of individuals. At the present time the interest to the President of the Republic of Kazakhstan is rather high and continues to rise. «Owing to the role of the First President of the Republic of Kazakhstan and his activity, we retained stability, tolerance and the openness of our society, which allows us to live quiet», - emphasized the director of institute of diplomacy of the Academy of state management under the President of the Republic of Kazakhstan, doctor of political sciences, the academician, the professor and the Ambassador Extraordinary and Plenipotentiary T.S. Suleimenov.
“Carrying out in the Museum of the First President of the Republic of Kazakhstan of the international scientific-practical conference is an indicator of the active participation of the museums and museum community at whole in studying and actualization of the important questions of the political direction”, – have noted the participants of the section “Kazakhstan and the modern world: actual questions of socio-political, historical-cultural and economic development”.
“For 20 years of independence were adopted the laws, which fixed the achieved results of the foreign policy of the country and formed the basis for the next successful steps of Kazakhstan in the sphere of diplomacy, foreign trade, various international relations, which promoted the implementation of the norms of the international legal documents at the whole territory of Kazakhstan, facilitated for realizing of the peaceful foreign policy course of the country, assisted in raising of the positive image of Kazakhstan state on the international arena and allowed Kazakhstan successfully participate in the work of the prestigious international organizations, as the participant so as the chairman”, - noticed the doctor of jurisprudence, the professor, the member of the Central election committee of the Republic of Kazakhstan M. A. Sarsembayev.
At the section «The role of the museums of the historical profile in the formation of the socio-cultural space» the participants of the conference underlined increasing of the role and the place of the museums as cultural-educational and scientific-educational centers in the affair of keeping of the historical heritage, development of spiritual culture in the conditions of globalization. «Constant growth of popularity of the museums in the society reflects increase of cultural and general educational level of the people, increase of interest to history, historical monuments», – underlined K.S.Absalyamova, the deputy director of Pavlodar regional folk museum under the name of G.N.Potanin.
At the final plenary session the participants of the conference noticed not only high organization level of carrying out and substantiality of the action, but also professionalism of the employees of the Museum. «The museum of the First President of the Republic of Kazakhstan – is the unique organization, it would be desirable that it becomes the leading center of studying of contemporary history of independent Kazakhstan», – expressed the general opinion of the participants of the conference the chairman of the Society of historians and political scientists of the South Kazakhstan area, the doctor of historical sciences, the professor A.I. Ismailov.
The participants adopted the recommendations following the results of the international scientific-practical conference.

Recommendations
of the international scientific-practical conference
«The way of independence: history, realities and perspectives»
In the Museum of the First President of the Republic of Kazakhstan was held the International scientific-practical conference «The way of independence: history, realities and perspectives». As the organizers of the conference acted the Museum of the First President of the Republic of Kazakhstan, the People Democratic Party «Nur Otan», the Archive of the President of the Republic of Kazakhstan.
For the participation at the conference there were 131 requests, among them – 101 participations with the report. Within the limits of the work of three sections of the conference acted 68 persons – the scientists and the experts from Kazakhstan, the Russian Federation, Ukraine, the United States of America specializing in the sphere of political science, sociology, history, museology and museum affair, philosophy, culture, law and economy.
The participants of the conference with pleasure notice that in the carrying out of the conference the greatest interest and the interchange of views caused the questions connected with the formation of the normative-law base of independent Kazakhstan, the key directions of the foreign policy strategy of the country, the expansion of educational and enlightened propaganda of the subject in the practice of the museum activity, and also, successful experience of activity of the Museum of the First President of the Republic of Kazakhstan in the organization of the scientific researches about the life and the activity of the First President of the Republic of Kazakhstan and the history of independence of the country.
The participants marked the high level of the preparation of the reports presented during the conference, an urgency of the problems and the questions, the interest and the constructive interchange of views, so they considered recommendation the following:
1.To the Ministry of culture of the Republic of Kazakhstan:
- to force the work on formation of modern normative base of the state account of the museum values with recruiting of the expert community from the representatives of museum institutions;
- to consider the ways of the decision of the problems connected with the legal status, territorial belong, material and technical equipment of regional museum institutions;
- to create the unitary information-methodical platform for distribution of positive experience of social and cultural activity of museum institutions; to achieve this goal we should make an expert judgment of the accumulated experience on the basic lines of activity and to define concrete museum institutions as the information-methodical centers;
- actively develop intermuseum partner projects in order to create the unitary museum space for organizational-methodical and scientific-fund lines of activity;
- in order to create the unitary information space we should develop the concept of introduction and development of the automated systems in museum, library and archival institutions, taking into account the experience of the Museum of the First President of the Republic of Kazakhstan;
- to consider the problem of the state support and preparation of various experts in the museum sphere, especially pay attention to training of guides.
To the Ministry of Education and Science of the Republic of Kazakhstan, the scientific and educational institutions:
- to consider the possibilities of working out and introduction of the special scientific-educational programs with the state financing, in view of potential of culture institutions, including museum, in the affair of education of patriotism and the public spirit strengthening, maintenance of interrelation between History, Present and Future;
- to provide the system control over the quality of the textbooks of history of independence of the Republic of Kazakhstan;
- to create the single textbook of history of independence of the Republic of Kazakhstan;
- to adopt in educational process of high schools a special course «History of independence of the Republic of Kazakhstan» as a rate of 1 credit;
- to develop the system and extensive work for studying the role of the Leader of the nation N.A. Nazarbayev in the formation and development of the independent state;
- to form the complex approaches of research and educational activities for the realization of projects for studying the history of independence and keeping the historical and cultural heritage;
- effectively use the approaches and the theoretic-methodological principles in maintenance of the process of accumulation, systematization, scientific research and popularization of the facts, documents and materials concerning the history of independence of the Republic of Kazakhstan.
3.To the Ministry of Culture of the Republic of Kazakhstan and the Ministry of Education and Science of the Republic of Kazakhstan:
- actively develop the outreach of cultural-historical heritage of the people of Kazakhstan in order to know the rich historical path and originality of the culture of the Kazakh people;
- to continue the work on the study and correct lighting of the life and the activity of the First President of the Republic of Kazakhstan N.A. Nazarbayev during the years of independence in the socio-political, historical-cultural and economic spheres, taking into account the experience of the Museum of the First President of the Republic of Kazakhstan.
4.To the Ministry of Culture of the Republic of Kazakhstan, the Ministry of Education and Science of the Republic of Kazakhstan, the Agency on Religious Affairs of the Republic of Kazakhstan:
to improve the work for education of the young generation in the line of intercultural dialogue and formation of healthy inter-ethnic climate, in view of that multinational, multi-cultural structure of the Kazakh society is the key of our competitiveness.
5.To the Museum institutions:
- widely use in the museum activities the partnership projects as the instruments for activating of communication, increasing the number of visitors of the museums, promoting to strengthen the image of the museum and to perform the educational tasks;
- to send to the Ministry of Culture of the Republic of Kazakhstan the projects and proposals of the problems for the introduction and use of information, digital and other innovative technologies, created by the museums for keeping, exhibit and popularization of historical-cultural values.
6.To the organizers of the conference:
- to publish the collection of the materials of the conference in order to the practical use of the accumulated experience;
- to direct this recommendations to the special state agencies.

On September 26th, 2011 in the Museum of the First President of the Republic of Kazakhstan within the limits of the realization of the scientific program “The First President and the further development of independent Kazakhstan” has taken place the “round table” “Tolerance in Kazakhstan society: historical roots, problems and ways of maintenance of dialogue of faiths”.
In the work of the “round table” have taken part the representatives of the Administration of the President of the Republic of Kazakhstan, the Parliament of the Republic of Kazakhstan, and the Agency of the Republic of Kazakhstan on affairs of religions, religious faiths and the national-cultural centers of Astana, scientists, researchers.
The inter-confessional world, peaceful interethnic interaction, balance between the tradition and the innovation, including the socio-cultural environment are important factors in building of the civil society and keeping of statehood.
The participants of the “round table” during the open and fruitful discussion have discussed the issues of intercultural and inter-confessional dialogue in the Republic of Kazakhstan. B. Temirbolat, Deputy Chief of the Secretariat of the President of the Republic of Kazakhstan, has said that leaning for world experience, the country is creating new formats in the security structure, an example – is the Assembly of the People of Kazakhstan. In his opinion, stability and consent strengthening is a large daily work which needs to be spent constantly. Everyone citizen of Kazakhstan should protected them. It is no matter whatever ethnos or religion he belongs, because well-being not only of our state, but also of its each citizen depends on it. The deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan Burkhanov K.N and Dymov O.G have noted the urgent problems of ethnic and religious tolerance in the modern world. “The idea of “peaceful” is in every faith and we should build the base on it. The Republic of Kazakhstan has the example of tolerance. We shouldnt look at someone, because we have an ideal and it is possible to be equal. And we should develop the potential of the tolerant relation in Kazakhstan society”, – has told Shmuel Karnauh, the main rabbi of Astana and Akmola region.
As a result of the “round table” the participants have adopted a resolution.

On September 26th, 2011 in the Museum of the First President of the Republic of Kazakhstan has taken place the “round table” on the theme: “Tolerance in Kazakhstan society: historical roots, problems and ways of maintenance of dialogue of faiths”, organized within the limits of realization of the scientific program “The First President and the further development of independent Kazakhstan”.
In the “round table” have been heard 12 reports. The representatives of the Administration of the President of the Republic of Kazakhstan, the Parliament of the Republic of Kazakhstan, religious faiths of Astana, scientists and researchers have taken part in its work.
The organizers identified the main goal of the “round table” is the discussion of the topical issues of intercultural and interfaith dialogue in the Republic of Kazakhstan; the interaction of the state bodies and civil society institutions in the sphere of interethnic and interfaith relations; the initiatives of the First President of the Republic of Kazakhstan - the Leader of the nation N.A Nazarbayev in building of interfaith and intercultural dialogue, strengthening of peace and harmony in the society.
The participants of the “round table” thoroughly got acquainted with Kazakhstan experience of peace and consent strategy, which is implemented by Kazakhstan under the leadership of the President N.A Nazarbayev, came to the conclusion that the country with its practical affairs demonstrates the commitment to the politics of maintaining and strengthening of consent between peoples and religions, it constantly builds its own model of peaceful existence of various ethnic groups and faiths.

RECOMMENDS:
1. To note:
importance of work on distribution of ideas of interethnic, intercultural and inter-confessional tolerance, the importance of propagation of Kazakhstan "know-how" – the model of keeping and strengthening of the international consent and formation of Kazakhstan identity;
a special role of Assembly of the people of Kazakhstan, the institutions of culture and education in development of tolerant consciousness of Kazakhstan people.
2. To recognize,
that the achievement of the goals is possible in the conditions of respect and tolerance for diversity of the world; the use of dialogue as a fundamental principle of keeping peace and harmony in the society, and at the same time to make the conditions for the ethno-cultural, religious consciousness and self- identification of the population.
3. To consider necessary:
strengthening of national culture and the cultures and religions which are traditional for Kazakhstan society;
upbringing of the young generation in the spirit of tolerance and respect for the history and culture of multiethnic, multi-confessional Kazakhstan society;
development of new forms and methods of works for upbringing and full development of a tolerant person.
4. To provide:
at education-upbringing level timely and balanced explanation of the manifestation of acts of intolerance and violence, exacerbated in the contemporary world of inter-religious, ethnic and other conflicts, which cant attract public attention to the problems of tolerance;
organization of experience exchange in the realization of programs and projects in the sphere of study and promotion of interethnic and inter-religious tolerance;
together with the research, educational and cultural institutions actively develop the debatable forms of communication – the scientific-practical conferences, round tables, seminars, occupying a special place in the system of measures aimed at further strengthening the idea of tolerance and prevention of the extremism.
We are the participants of the “round table”, emphasize that the realization of these tasks will have a positive impact for the formation and development of multi-ethnic, multi-confessional Kazakhstan society.

On November 21, 2011 the Museum of the First President of the Republic of Kazakhstan conducts the international scientific-practical conference «Way of independence: history, realities and prospects», devoted to the 20th anniversary of Independence of the Republic of Kazakhstan.
During conference it is offered to discuss pressing questions of gaining of independence and building of new statehood, a role of strategic initiatives of the Head of the state – the Leader of the Nation N.A.Nazarbayev in the development of the independent Kazakhstan; prospects and directions of social-economic and policy-legal modernization of the country; and also research and cultural-educational potential of the museums of the historical profile at the present stage.
During the conference is supposed the work of the sections in the following directions:
• Historical role of the First President of the Republic of Kazakhstan Nazarbaeyv N.А. in the formation and the development of the independent state.
• Kazakhstan and the contemporary world: pressing questions of sociopolitical, historical-cultural and economical development.
• Role of the museums of the historical profile in the formation of the socio-cultural area.
Conference languages – are Kazakh, Russian and English.
All costs of conference participants from other regions are made by directed party.

The texts of the reports are accepted until September 1, 2011. Please observe the following requirements to the text:
- the volume is no more than 6 pages in Microsoft Word, font Times New Roman, size 14, interline interval - single;
- paragraph – 5 mm, indent of the paragraph is set automatically;
- margins: top and bottom - 20 mm, left - 30 mm, right - 15 mm;
- name of an author and the name of an organization - in the right corner;
- title of a report in capital letters is placed below the centre;
- quotes - «». As mentioned dates of centuries are indicated in Roman numerals, years - in Arabic;
- to level the basic text of article – on wideness of margin.
